BBMP Building Plan Approval in Bangalore: What the Process Actually Looks Like Now

If you've started googling "BBMP building plan approval," you've probably also come across some confusing news about BBMP being replaced. So let's clear that up first, because getting this wrong can waste weeks of your time.

BBMP, the civic body that ran Bangalore for almost two decades, was officially dissolved in September 2025. In its place, the state government set up the Greater Bengaluru Authority (GBA), which now works through five separate city corporations — North, South, East, West, and Central Bengaluru. Building plan approvals, Khata records, and property tax are all handled through whichever corporation your plot falls under.

Most people still say "BBMP approval" the same way people still say "PVR" for any multiplex. Old habits stick. But when you're actually applying, you're applying to your local city corporation under GBA, not the old BBMP office.

With that cleared up, here's what the process genuinely involves.

What You'll Need Before You Even Start

Before an architect can submit anything on your behalf, you need your paperwork in order:

  • Sale deed and title documents

  • Khata certificate and extract (e-Khata is now the standard requirement)

  • Latest property tax receipt — pending dues will stop your file cold

  • Encumbrance certificate

  • A site sketch or survey document from the Sub-Registrar's office

The Actual Steps

1. Hire a licensed architect. This isn't optional — only architects and engineers registered with the authority can submit technical drawings on your behalf. If someone offers to "handle it" without this registration, walk away.

2. Get your drawings prepared. Site plan, floor plans, elevations, sections — all designed around your plot's setback rules, FAR limits, and height restrictions. This is where a lot of applications get rejected on the first pass, usually because someone tried to maximize built-up area and ignored the setback norms.

3. Submit online. The application, drawings, and documents go through the digital portal, along with the scrutiny fee (calculated per square foot of built-up area).

4. Site verification. An official visits to check that what's on paper actually matches the plot — dimensions, road width, neighbouring structures.

5. Technical review. This checks zoning compliance, setbacks, floor area ratio, and parking provisions. If your plot needs clearances from Fire, BWSSB, or Airport Authority, this is when those come in.

6. Sanction and Commencement Certificate. Once everything checks out, you get your sanctioned plan and the go-ahead to actually start construction.

How Long Does It Really Take?

Honestly, it depends more on your paperwork than anything else. A straightforward residential plot with everything in order can move through in a matter of weeks. Anything with missing documents, an unregularized B-Khata, or a plan that pushes against setback limits can drag on much longer — sometimes months. The single biggest predictor of speed isn't the authority's efficiency, it's how clean your file is when you submit it.

Where Most People Trip Up

  • Submitting with an unregularized B-Khata, assuming it'll "sort itself out" later

  • Architects designing to maximize space instead of designing within actual setback rules

The approving body changed its name, but the fundamentals haven't — clean documents, a licensed architect, and a design that respects the rules on paper will always move faster than one that doesn't.
