7 Government Approvals You Need Before You Start House Construction in Bangalore

One of the most common reasons a home construction project in Bangalore gets delayed has nothing to do with labour, material or weather — it's paperwork. Getting the right approvals in place before construction begins saves you from stop-work notices, penalties, and complications when you eventually try to sell or get a loan against the property. Here is what's typically required.

1. Property khata

A valid khata (A khata or B khata, depending on the property) establishes that the property is recorded with the local municipal body and is a prerequisite for almost every other approval on this list, along with property tax payment and future utility connections.

2. BBMP or BDA plan sanction

Depending on whether your plot falls under BBMP (Bruhat Bengaluru Mahanagara Palike) or BDA (Bangalore Development Authority) jurisdiction, your building plan — including setbacks, floor-wise layout and total built-up area — needs formal sanction before construction starts. Building without this approval risks demolition notices later, even years after the home is complete.

3. RERA registration (where applicable)

If the project involves selling constructed units (such as a multi-unit residential building), RERA (Real Estate Regulatory Authority) registration may be required depending on the project size and structure.

4. BESCOM NOC for power connection

A No Objection Certificate from BESCOM (Bangalore Electricity Supply Company) is needed to get a legal power connection for construction activity and later for the finished home. Temporary construction-phase power connections also route through this approval.

5. BWSSB NOC for water and sewerage

Similarly, BWSSB (Bangalore Water Supply and Sewerage Board) clearance is required for a legal water connection and underground drainage hookup — essential for both construction use and final occupancy.

6. Structural stability certificate

For multi-floor homes (G+1 and above), a structural engineer's certification confirming the design meets safety standards is often required as part of the sanction file, and is good practice even when not strictly mandated.

7. Completion/occupancy certificate

Once construction is finished, a completion certificate from BBMP/BDA confirms the built structure matches the sanctioned plan. This document matters more than most homeowners realise — it's frequently required for home loans, resale, and utility name transfers down the line.
